Hands Off the Bay Updated Redline Plan

The Bay Has Stopped an Occupation Before. We Must Be Ready to Do It Again.

Since taking office, Trump has made repeated threats to send a mass deployment of ICE and/or federal troops to the Bay Area. Just months before Operation Metro Surge in Minneapolis, Trump attempted to make good on his promise. Federal agents were deployed and stationed on Coast Guard Island in Alameda in October, 2025. Our collective organizing with hundreds of community organizations, unions, faith leaders, and neighborhood groups forced Trump to call off a full federal occupation before it began. Together, we proved what is possible when our communities are organized before a crisis begins.

Since this thwarted invasion, we have worked together to deepen our neighborhood organizing and readiness plans, building on lessons from other cities around the country. While we resisted a mass ICE raid once, ICE is still active in our communities, kidnapping hundreds of our neighbors, and the threat of mass raids or the opening of a local detention center continues to hang over the Bay. We have a plan and a strategy.

ICE OUT Redline Strategy

We are organizing people to activate if there a:

  • Bay Area “invasion” - the deployment of masses of federal agents to engage in indiscriminate ICE raids, as we have seen in LA, Chicago, North Carolina, and Minneapolis.

  • A large ICE detention facility that opens in the Bay - Detention capacity is one of the only things limiting ICE’s ability to escalate family separation in the Bay. Current possible sites include FCI Dublin and Gilroy. We are following the lead of the ICE out of Dublin and ICE out of Gilroy coalitions, which are organizing to stop these facilities from opening and supporting them in community outreach and in passing local ordinances opposing any expansion of ICE facilities in the Bay.

If one of these redlines is crossed, we will:

Orient

Host an evening Mass Call as soon as we see a redline crossed

Phase 2

Day 1 Plan

Starting at 7am, activate ongoing street patrols of trained ICE watchers

Host a 5pm Mass Action at Embarcadero Plaza in SF

Phase 3

First Saturday

Activate library meet ups to build neighborhood networks.

Phase 4

Ongoing Efforts to Sustain & Escalate

Build capacity for mass noncooperation, coordinating efforts similar to the Day of Truth and Freedom in Minneapolis. Support impacted families, share stories, and take action to hold corporate enablers of ICE accountable.

We know relationship building and hyper local autonomous organizing at the neighborhood level is critical for effective mutual aid and ICE Watch. Bay Resistance is not coordinating these networks but will train people in organizing skills and legal observation so they connect with their neighbors to form their own independent community efforts.
